I understand full well what you mean - and if you think their inability to establish any sense of moral after trauma is excuse for murder, you are wrong. They have to operate in secret because if the institute finds out they are opposing them they would be killed. Not to mention the institute is clearly powerful. How can they blow something up when they don't know where it is. But they cannot fight back except by capturing synths, rather this isn't even fighting back its just defending your families and friends. They are facing an enemy the same as any nation.
They sent robots to replace people, wipe out settlements commit murder. I don't think you understand, nobody knows where the institute is. Their solution is idiotic and all of them do so out of ignorant fear and filled with murderous intend, they are not waging a war, they are committing wanton murder.
